Libra is a mysterious cosmic force that crosses multiverses.
Although Libra can be anything it wishes to be, Libra often refers to itself as being male. Some would say he prefers this because he enjoys the company of female subordinates. While this has not been confirmed, it does explain why many of his female apostles and subordinates are scantily-clad and quite attractive.
Libra considers himself to be a force of "Balance", bringing either order or chaos the the planet when one is off-balance. If evil dominates, Libra will encourage a virtuous hero to step forward. If good triumphs, Libra patronizes criminals. Libra believes that this eternal conflict between "good" and "evil" is what defines beings and encourages them to grow. Some might even say (although he will never admit to it) that Libra feeds off this eternal conflict.
Known Activities
The Libra Order
Libra was behind the corruption of the Celestial Host Eve, turning her into the marked operative known as Tainted Eve. Making her aware of his involvement, he commanded her to organize a group of renegade operatives, which he called "The Libra Order". These operatives would then carry out his various missions to bring "balance" to the world.
Daybright's Role In The Fall of Alor
Recognizing the threat of the multiverse destroyer known as Alor, Libra "recruited" the Kheldian hybrid known as Daybright at a time when it was believed she was killed by StarCygnus (who was then under the control of Alor). Pulling Daybright from the moment of death, she was sent to Limbo, where Tainted Eve would update Daybright on Alor's origins. Libra then sent Daybright in disguise to Alor's universe in the CMT Year 2007. Calling herself "Redemption", Daybright teamed up with Icon Powers in an attempt to stop Alor from destroying Icon's home universe. Although they destroyed Alor's equipment, they were not able to stop the destruction of universe XHT-S7, even though Daybright's actions did create a temporary link to the Primal Universe and allowed some to escape the destruction.
It was believed that Daybright would be the one to destroy Alor once and for all, sending Icon Powers away before Alor's universe imploded in total entropy. However the arrival of Galatea Future would change things, sending both Daybright and Icon Powers away, and leaving herself and a version of Rularuu the Ravager from her own alternate timeline to destroy Alor.
Galatea Future's Timeline
Libra was behind the mystery surrounding Galatea Powers's forced "stay" in Ouroboros in 2010, culminating in a timeline in which her team would be broken up, the world devastated by Rularuu the Ravager, invaded by Lord Recluse, and rendered inhospitable within fifty years. Eventually Galatea would become a member of the Menders of Ouroboros and discover that her timeline was not supposed to exist. After using all of her abilities and the full resources of Ouroboros to finally destroy the cosmic entity known as Alor, Galatea, now known as "Galatea Future", confronted Libra himself and asked why. His response was "YOU KNOW WHY".
The "Redemption" of John Cole
John Cole and his one-time girlfriend Midnight Arachnia were initially recruited by Libra to help undermine the shift in cosmic power given to Emperor Cole by the Well of the Furies. Libra saw Emperor Cole's plans as a threat to his own, and thus gave his aid to various resistance efforts to force the Well to select a new champion.
Unfortunately the unexpected death of Statesman forced Libra to change his plans before they could be put into motion. Midnight Arachnia was sent over to the Praetorian Universe to work with the Resistance, while Libra began painfully stripping every vestige of Arachnos technology from John Cole. He was then recovered by Icon Powers and ExGemini and brought back to the Primal Universe, now purged of his Arachnos skills and his allegiances to both Arachnos and the Libra Order.
Introducing Furia Powers
Both Lyon Powers in the Primal Universe and Furia Powers in the Praetorian Universe received strange calls urging them to go to Pocket D. Since each of them lost their respective sisters, the discovery of their counterparts still existing was unnerving. It wasn't long before they realized that Libra was behind their meeting.
Furia has since abandoned Praetoria for the Primal Universe and has since become a respected hero in her own right. There has been no explanation as to why Libra arranged this to happen other than it allowed Icon Powers and ExGemini to help free Midnight Arachnia.
Debts of Honor

During the "resurrection" phase of the Guardians of the Dawn hero group, Libra used that opportunity to "settle" all the perceived "debts" by the various members of his Order when he allowed certain members of the Guardians to impersonate them. [1]
- He authorized the revenge attack by UltraaLady on Galatea Powers, even though he knew his agent would fail.
- He sent Tyrannus 4 to Dark Astoria to seize a relic belonging to Mot and quietly transport it to Kings Row. The relic would allow Mot to take control the Skulls and later MidKnight X as part of Mot's plan to expand to the rest of Paragon City.
- Although Misty Mysery was given an earlier opportunity to settle her "debt" and failed, she was given a second chance. She was responsible for "the incident" which involved Whyspera and Arktic Chill, and, in the process of escaping, she assaulted PNN reporter April Hernandez, not knowing that April is also Omega Shift. This settled both of her "debts".
- He authorized the telepath N.Quire to slowly convince Icon Powers to retire.
- He also authorized the transformation of an unknown agent into a duplicate of John Cole back when he was Widowmaker. This resolves John Cole's perceived "debt" to the Order, even though he was operating as an agent of the Order at the time.
Powers and Abilities
Libra is one of the earliest cosmic forces in the Omniverse. According to his narrative in "Debts of Honor", his first act was to "balance" the chaos of Event One with order. As such, there is no way anyone can truly measure Libra's abilities or scope.
Related Information
Although never "seen", Libra's influences played a key role in the "Time and Changes" storyline in the "Guardians of the Dawn Spotlight" series, including the creation of the alternate future which brought about Galatea Future. Libra also played a role in several storylines in "The Guardian Powers".
