The Candy Keeper is a character in the now-defunct City of Heroes MMO.
He works for Father Time in the Ski Chalet as a seller of rare items that can be redeemed with special candy canes.
"Candy" is a real player, though. Always hustling-hustling for the money-money. Because it's all about the dollar-dollar.
We don't even know if he's an actual elf. He's bigger than your normal elf, dresses more like Santa's helper, and talks normally. Some people think he's just a guy who takes the same kind of mystical potion that makes Baby New Year look legit.

The Candy Keeper got beotch-slapped by Arktic Chill in "Guardians of the Dawn Spotlight" #6 when he talked about Chill's very expensive treatment for Thermo-Sensitive Disorder as being a scam.
