- Calvin Biselle, Mayor of Millennium City
Calvin Biselle is the longtime mayor of Millennium City in the world of Champions Online MMO.
Some might say that he is the most successful mayor in the history of the United States of America... but that could also just be political spin. He is, however, one of the most influential and longest serving mayors in American history, outdoing such mayoral greats as Fiorello La Guardia and Ed Koch of New York, Richard J. Daley of Chicago, and Raymond Flynn of Boston.
History
Calvin Biselle was almost born into politics. A native of Detroit, he spent much of his early years mired in school politics. He promised longer lunch times, better vending machines, and even cooler water in the fountains. He wouldn't always win, but he would continue to press for changes. He was voted "Most Likely To Be A Mayor" by his fellow students.
As a law school student, Calvin volunteered his off-time with his district's representative to the City Council, learning his way around City Hall, hoping some day to take his place in city government.
Sadly, he would get his opportunity following the devastation of the Battle of Detroit, when much of the City Council was killed, along the Mayor and most of his staff. Although an interim mayor oversaw what was left of Detroit, it was Calvin that worked hard to keep some semblance of order. It was his face in front of the TV cameras almost every day. When the decision was made to end Detroit itself and rebuild it into Millennium City, the voters overwhelmingly voted for Calvin to serve as their new Mayor.
In the twenty-plus years that followed, Calvin has done everything he can to keep the voters content and happy. While they are not always happy, they certainly have been content enough to keep re-electing him despite numerous challenges and challengers.
Qularr Invasion
In "The Lost Adventures of Galatea Future" #1, Millennium City was invaded by the insect beings known as the Qularr. Mayor Biselle was forced to flee from City Hall to the relative safety of an area protected by Sapphire of The Champions. With help from a newly-arrived Galatea Future, the Qularr were defeated. With the threat gone, order restored, and the city rebuilt, the mayor honored Galatea Future with a hero's ceremony and a key to the city.
Criticisms As Mayor
While Calvin has been re-elected as mayor over and over again, his programs and policies are not always popular.
Critics continue to voice their displeasure at his "Open Hero" policy when it comes to superheroes in Millennium City. While the presense of numerous heroes in the city have led to a decrease in crime, the damages done by hero-versus-villain activity has negated much of the so-called "Hero Bonus" from the cuts in neccessary police funding. Added incarcerations by heroes has also led to jail overcrowding, which has led to both riots and prison-breaks.
Another complaint made about Biselle is his continual use of the City Hall Square for his frequent "stump speeches". He seems to be continually making speeches at the podium at all times of the day and night, which leads one to believe that he is continually campaigning for re-election. Even the billboards promoting his re-election have remained the same for nearly twenty years.
One of the biggest critics of Mayor Biselle's policies is Sherman Adair of Adair Media. Adair has used his vast multimedia empire to target Biselle's programs and link Biselle to every tragedy involving a hero. While Adair himself refuses to run against Biselle, he has contributed heavily and used his media empire to support several of the previous challengers.
Attempted Coup
As told in "Future's Guardian" #8, Mayor Biselle was openly confronted by the super-powered extremist known as The Nationalist. The Nationalist said that he was tired of the mayor's "Open Hero" policy and he gave the mayor 24 hours to resign or he would be removed.
The next day, The Nationalist arrived in City Hall only to find the building evacuated. Biselle and the whole City Council were in protective custody, and the extremist himself was taken down by members of Project Mycroft, including Galatea Future. The mayor would later address the public and give thanks to Galatea Future and the other heroes that took part.
The Election Of 2018
Mayor Biselle was given his one and only loss as mayor in 2018 when businessman Ronald Betters challenged him.
Betters, a flashy and manipulative man, used a populist message along with Adair's propagand to gain the sympathy of enough voters to seemingly win the election by a sizable margin.
However, it was revealed that Betters really did not win the election, as hundreds of ballots were substituted. This was discovered by FBI Agent Wednesday, who sought help from Ronin Omega and the other members of Project Mycroft. Agent Wednesday was killed while attempting to arrest Betters.
With Betters arrested and the election results invalidated, a new election was called for, which Biselle won overwhelmingly.
Powers and Abilities
Calvin Biselle is a human being. He has no extra-normal abilities, even though it may seem that his extremely-long tenure as mayor should indicate some kind of magic or superhuman power.
What he does have is the gift of gab. He is able to talk to people and tell them exactly what they need to hear. He appeals to their better nature and make them see a brighter future for everyone.
Personality
Calvin is warm and friendly. He knows when to talk and when to listen.
