Brighid Moreira is an in-game character for the now-defunct City of Heroes MMO. She is also known simply as City Representative and she serves as the liason between Paragon City and the Federal Bureau for Super-powered Affairs.

Although she is the coordinator of the various federal agencies, she is an appointed official of Paragon City, not of the federal government.

Brighid is often seen as the stern voice of the city. She's quick to the point. She doesn't play games with people. If someone comes to her with a problem, the problem gets fixed, especially if that problem is another person.

It's easy to see, then, why someone like her would know everything going on in the city. Some people think that she's a telepath simply because of the various things she knows about the city, especially when it comes to City Hall. But she's not a telepath; just a really good administrator.

Brighid first appeared in Issue #4 of the "Guardians of the Dawn Spotlight" series with Captain Paragonna discussing her knowledge of the original incarnation of the Shadowborn organization. She was given a confirmation codeword, but she refused to divulge it, saying she wanted nothing at all to do with the organization for what it had become.

It is unknown if she feels the same way of the later incarnation or of the Bilderburg Alliance.

She was later interviewed by controvercial PNN media personality Garry Becker in Issue #8 as part of his staged media crusade against Midnight Arachnia.
