"Rotiart" is the code-name for a villain in the world of Champions Online MMO.
He appeared briefly to confront Galatea Future over the death of "Foreclosure" before disappearing.
Character History
Much of Rotiart's past is still a mystery.
First Confrontation
In "Future's Guardian" #2, Rotairt contacted Galatea Future not long after the death of the terrorist known as Foreclosure. He pretended to be a covert agent looking to break up a suspected VIPER staging area. However, it wasn't long before Galatea determined that the VIPER agents there were not planning an assault and that Rotiart was not a "covert agent". Galatea told Rotairt that she had used her access to the SOCRATES network to determine that there was no registered operative by that name. As she did, Rotiart was given instructions from his handlers to attack, which Galatea was able to hear using her hyper-senses.
Rotiart used the opportunity to reveal his power, which is ultra-high frequency manipulation. The focused waves of ultra-high sound harmed Galatea, but she was able to power through to get closer to him. Rotiart was ordered to retreat, which he did, but not before warning her that when they next meet that he will kill her.
Not On The List
In "Future's Guardian" #14, Major Cross and John Battle were able to obtain a list of operatives that were connected to Foreclosure and the other former heroes that worked for X-Tend Services and had conspired to attack Galatea Future. While Foreclosure and Philly Buster were on the list, Rotiart was not. This leads to some speculation that either Rotiart was not a part of X-Tend Services, or was concealing who he really was.
Powers and Abilities
In "Future's Guardian" #2, Rotiart said his power was sound manipulation. He could emit focused ultra-high frequency sound waves at a target, which can cause serious damage to both objects and people.
He boasted that he could use this power to shatter a diamond in the middle of a glass store and not damage anything else. Whether or not this is true remains to be seen.
He could also teleport to various locations, which was something he demonstrated to facilitate his escape as ordered.
Personality
Very little is known about Rotiart at this point to determine his personality other than he is determined to kill Galatea Future.

According to series creator David 2, the inspiration for the character's look came from the teaser images in the "Champions Online" website. His name came from the short-lived reality TV series "Who Wants To Be A Super-Hero" hosted by Stan Lee.
