William McCade, otherwise known as either Bill McCade or simply Cade, was a police officer with the Paragon City Police Department and one of the members the corrupt Blue Dog Squad.
Character History
Born Cade Williams, he started out as an "honest" member of the Paragon City Police. That "honesty" lasted until his recruitment into a special "elite" group of cops called the "Blue Dog Squad". There, he learned quick how the system "really" works. He learned that being a cop gives him authority to do whatever he wants, almost without consequence.
Cade figured out that the police brass only care about one thing: numbers. Closed cases, numbers of arrests, reports filed, it doesn't have to be accurate or even the truth. It only had to be filed.
Cade could walk onto a crime scene and almost have everything he needed written up and filed within minutes. All he needed was a suspect, and he had a confession all written up. It didn't have to be true. The signature didn't even have to be the suspect's.
This was law enforcement under Police Chief Conrad Bochco. Whatever the officer said, Chief Bochco would back it up.
As the years progressed, Cade and the rest of the Blue Dogs enjoyed unchallenged authority to do whatever they wanted, whenever they wanted, and with whomever they wanted. The only rule was to not cross another cop. It was a rule that ended up costing them.
A patrolman who saw the Blue Dogs in action reported them to Internal Affairs. Although IA made the evidence disappear and dismissed the charges, Cade decided to teach this patrolman a near-fatal lesson. Left for dead, the patrolman would merge with a Nictus entity and become the Warshade known as Sundown. Sundown would eventually get the evidence needed for the Libertarian Avenger and Jimmy Hellfighter to charge the Blue Dogs with corruption and attempted murder.
Cade faced criminal charges, but a quiet deal arranged by certain "friends" allowed him to simply disappear.
Cade changed his legal name to Bill McCade and was able to get a position with the New York City Police Department.

Powers and Abilities
As a member of the Paragon City Police, McCade received standard police training, which included firearms and blunt instruments. He is also skilled in special tactics and interrogation.
