The Elite Ice Queen is a registered hero in the City of Heroes MMO and a member of the Guardians of the Dawn.
Character History
Destiny
From the moment she was born, it was said that Cynthia Di Ghiaccio was destined to be The Best.
Born from two conflicting mystical sects, namely Ice and Dragon, Cynthia bore the mystic mark of Artesian nobility, declaring her a worthy candidate for the throne. While the position is mostly symbolic, it carries tremendous prestige for those families involved.
Cynthia was sent to be trained by the best elemental mystics in Artesia in hopes that she would survive the required challenges. Although she was a quick learner of mystical abilities, it was clear that pride was becoming an issue with her. A family friend suggested Cynthia learn humility from other mystics in Paragon City.
Paragon City
Unfortunately, when Cynthia arrived in Paragon City, she discovered that her new teachers were killed in the destruction of Galaxy City. Still, she resolved to train herself if no-one else would be willing to.
Calling herself the Elite Ice Queen (or EIQ), Cynthia insisted from the onset that she work with only "the best". She believed that her status alone would be enough to guarantee her time with the most popular and powerful of supergroups, such as the Freedom Phalanx.
Sadly for her, her arrogance only served to turn people away.
Convinced - albeit grudgingly - to work with Lyon Powers, a member of both the Dawn Patrol and the Guardians of the Dawn, and with Captain Paragonna of the Paragon City Police Department, EIQ aided in the arrest of General Income. This earned a modicum of respect for the veteran heroes. It also got the attention of Kent Poderes, a special agent of the FBSA, who offered to mentor her in using her skills.
She had no idea, though, that this would eventually lead her to becoming a member of the Guardians of the Dawn itself when it was "officially" reactivated. She now serves as a Guardian, and while her pride is still an issue, she has shown she is willing to learn more with them.
Guardians of the Dawn

She was able to help provide information for Ryder Lightning about the history of TashaTiger and the "curse" of Ur-Bast, even though she had to compete with Coeur Du Feu in keeping the attention.
While she will not admit to it readily, she is realizing through her missions with the Guardians that she still has a long way to go before truly being "the best".
Powers and Abilities
EIQ's Primary Ability is Cold Domination, able to manipulate freezing cold and ice for both protection and, to a lesser degree, cuts down on the defenses of her enemies.
Her Secondary Ability is Electrical Blast. Able to tap into the elemental forces, she can convert them into raw electricity, which can harm an enemy and even siphon their stamina for her own use.
She also can utilize the elemental power of air to fly.
In addition to her inborn powers, she also has knowledge of mystical spells, incantations, and potions. While not as experienced as Coeur Du Feu in mystic arts, she is more eager to explore them, which can make her somewhat dangerous.
Personality
Much like her name implies, the Elite Ice Queen is arrogant and elitist. She expects nothing but the best in anything she gets involved with, and she hates being shown up on anything.
EIQ has a problem working with others. She expects to do everything and wonders why other people are even around her to begin with.
She is fiercely loyal to the Guardians, mostly because she sees them as not only stepping stones for her own path to greatness, but also because she believes that they are destined for greatness as well. She firmly believes (and others do as well) that the Guardians of the Dawn will one day become the premiere superhero team not only for Paragon City, but also for the whole world; and she wants to be there when it does happen so that future generations will associate her name with that greatness.
She finds herself at odds with other Guardians, especially Coeur Du Feu, since they are elemental opposites and she has both seniority with the Guardians as well as additional training from various covens, including the legendary Stonehenge Coven in England. She also finds herself competing against Koldfront, because she rightly considers him to be her possible replacement in the group. (See "Furia and the Guardians" #4 for more information on this.)
