Morton Clayton is the chief of the Paragon City Police Department in the City of Heroes MMO.

Character History

Morton Clayton was born and raised in New London, Connecticut. He joined the New London Police Department out of high school and eventually rose to the rank of Deputy Chief after taking charge of the city's public-funded superhero group known as The Shipyard.

Clayton took control of the Paragon City Police Department in 2008 following the "sudden retirement" of Chief Conrad Bochco. He inherited a department that was still trying to pick itself up following the Rikti Invasion of 2002 and still filled with corruption and rampant accusations of abuse of power that had plagued Bochco's administration.

The police union objected to Clayton's re-shuffling of the department, especially given the actions of heroes such as the Libertarian Avenger going after their own. He was also a supporter of heroes working with the police, and was a strong supporter of Captain Paragonna and the Guardians of the Dawn hero group she led. But the union did not complain too loudly about him after Captain Paragonna was briefly suspended.

Injury

In "Guardians of the Dawn Spotlight" #15, Chief Clayton was attacked by an unknown person wearing a modified version of Galatea Powers' covert tech-based suit. Although he put up a valiant fight, he was overcome by repeated electrical surges and was sent to Crown Memorial Hospital. In the interim, city officials contemplated bringing back Chief Bochco.

Thankfully his injuries were not life-threatening, and he was able to return to work, much to the disappointment of the Police Union.

Chief Clayton's primary ability is dual pistols. He is a certified marksman with firearms.

His secondary ability is super-reflexes. He's quick to respond to threats.
