Chief Surhoff is the Chief of Police for Millennium City in the world of Champions Online.
A seasoned veteran of the police force, he has managed to keep the police force intact through the destruction of Detroit and its ressurection as Millennium City.
He is best known for his organizational skills. He knows how to maximize the resources of both the police force as well as the various hero groups in the city. He is a reluctant supporter of Mayor Calvin Biselle's "Open Hero" policy, recognizing the benefits of the heroes but not neccesarily agreeing with the idea that they can do the same work as trained police officers. His support is also based on the reality that with more heroes coming into the city, the less government resources will be available from City Hall [1]. He can't fight that, but he can make use of it to the best of his ability.
