The Praetorian Police Department are the visible forces of law and order for Praetoria in the Praetorian Universe of the City of Heroes MMO.
History
In a world devastated by the Devouring Earth, what is left of humanity has been funneled to the city-state of Praetoria. These are people from all parts of the world, or at least the ones that could survive. Emperor Cole personally selected the men and women (but mostly men) that would become his eyes and ears for the city-state to ensure that there would be order.
By order of Cole himself, the PPD are an extension of him, so to oppose them would be to oppose him. That means that disobedience could be a punishable by death.
