Susan Davies is an in-game character and director of Enhanced Logistics for Insight and Tactical Excellence office in Atlas Park. Her brother is ex-hero Rick Davies, who also runs the D.A.T.A. office down the hall from her.
Some people believe that Susan got her position in City Hall because of her brother, either from his connections or from his status as a former hero. The fact that her department has been minimally furnished from the moment she took over is something of a mystery.
