A Technomancer is an individual that has a personal connection to technology that allows for direct monitor and control of information.
While this is often done through cybernetic devices, some individuals are gifted with a mutation that allows them the same level of control.
Contrary to rumors, though, the use of technomancy is NOT magic, but rather a synchronization between man and machine that is so flawless it can be similar to magic.
