Susan Davies is an in-game character and director of Enhanced Logistics for Insight and Tactical Excellence office in Atlas Park. Her brother is ex-hero Rick Davies, who also runs the D.A.T.A. office down the hall from her.
Some people believe that Susan got her position in City Hall because of her brother, either from his connections or from his status as a former hero.

Susan appears in Issue #1 of "Tales from Paragon City" as the subject of KDave's long-time infatuation.
She was also physically involved with Major Catastrophe, as referenced in "Tales from Paragon City" #4. While she would not refer to this as a "romantic" relationship, it was a relationship that "The Major" exploited whenever he needed something from her. After his exile, she came across his brother, Captain Catastrophe, who was just starting out as a hero.
