The Syndicate is a criminal group in the now-defunct City of Heroes MMO.
They are the last of all of the organized criminal groups on Praetorian Earth that came together for one purpose: to survive and thrive in the new world.
Key members of the Syndicate include The Family, the Mooks, the Warriors, the Tsoo, and the Council. Apart, each of these groups could not survive between the onslaught of Emperor Cole's lieutenants and the Devouring Earth. Knowing they would not survive against the Devouring Earth, the various families and gangs each pledged their support with Cole.
But it soon became obvious that Cole did not value his new "partners" in the same way as he did his own forces. When the major cities were evacuated, more effort was put into rescuing Cole's soldiers and their family members than any other group. It was then that the various families and gangs were brought together to address a matter of their very survival.
Renaming themselves as the "Syndicate", they began a coordinated effort to swap evacuated civilians with loyal Syndicate members to ensure their survival in the new city-state of Praetoria.
