The Council of Light is actually a collection of celestial forces, beings that evolved beyond physical bodies, and are able to perceive threats that would otherwise threaten realities.  Since they no longer have physical forms, they cannot physically take action.  Thus they have to rely on agents to do their work.

The Council of Light is the name of a multiverse oversight group supposedly created following the downfall of the Utopians.
