Alice Banks is a former federal prosecutor and stay-at-home mother living in Paragon City. She was one of five candidates in the running for the Special Election for District Attorney in 2011.

Character History

Alice got her law degree from Evangelist University, a small but successful school known for a high number of federal judges. While she was there, she interned with the US Justice Department, eventually translating her time there into a position in the New York City office as a prosecutor.

Crusade Against Sidekicks

While in New York City, she worked with local pro-family organizations that were concerned with the level of risk superhero groups placed young sidekicks. Eventually this translated into a shocking indictment of three hero groups on the charges of child endangerment and exploitation. Five registered heroes eventually pleaded guilty to child endangerment, and the media attention was enough to force those three groups to disband.

With this sizable victory under her belt, she was encouraged by those same pro-family organizations to transfer to Paragon City, the so-called "City of Heroes", and go after even more hero organizations. Unfortunately, as she set up shop in the federal offices in Founders Falls, she found out she was pregnant, and complications from both her pregnancy and from the birth of her first child forced her to prematurely retire from the Department of Justice.

A few years later, she was approached by her friends in the local church group and asked her for legal advice on a controversial voter initiative called "Say NO To Sidekicks", which would outlaw all sidekicks in Paragon City. Her work with the group reignited the fire within her to make a difference again, and soon she found herself running for the vacated position of District Attorney.

Campaign for District Attorney

Alice's campaign focused strongly on church connections and pro-family groups. She viewed the position of District Attorney as the mechanism to really go after the hero groups for their impact on society and their influence on the city's children. Playing up on parental fears, Alice portrayed Paragon City as a dangerous place for children, made even worse by the presence of superheroes.

Sadly for her, most voters rejected her fear-mongering, considering her to be no different than Deputy District Attorney Edward Vance. In the end she was tied for third with Vance.

In her concession speech, she vowed that the election was only the beginning for her, and that she has re-engaged her campaign to "protect" the city's children.

Crusade in Paragon City

Following her loss in the District Attorney's race, she attempted to get help from newly-sworn DA Alex Wentworth. Wentworth, however, was well aware of Banks' crusade in New York City and quickly rejected her offer.

Banks, however, was undeterred. Using a little-used portion of the city's charter, she called for a Citizen Grand Jury to investigate the role of teenage superheroes in Paragon City, focusing in on the recently "disbanded" supergroup known as the Guardians of the Dawn, and its apprentice hero at the time, Pyrogurl.

Even though she made some progress in her quest, especially after she was able to secure Pyrogurl's testimony, the Grand Jury dragged on for several months. The Grand Jury was forced to disband, however, following the "Galaxy City Miracle" of 2012.

She did manage a small victory with the passage of the "Banks Act", which made it illegal for anyone under the age of 18 to apply for a Hero ID, and to require all Hero ID applicants apply in person in Paragon City instead of through online kiosks.

Although not seen, she was referenced several times in "Guardians of the Dawn Spotlight" and made her first appearance in Issue #1 of "The Guardian Powers".
