These are people from all parts of the world, or at least the ones that could survive. [[Tyrant\|Emperor Cole]] personally selected the men ~~and women ''(but mostly men)''~~ that would become his eyes and ears for the city-state to ensure that there would be order. 	By order of Cole himself, the PPD are an extension of him, so to oppose them would be to oppose him. ~~That means~~ that ~~disobedience could be a punishable by death~~. But then came the realization that they needed those people for work and also to repopulate.
