	A seasoned veteran of the police force, he has managed to keep the police force intact through the [[Battle of Detroit\|destruction of Detroit]] and its ressurection as Millennium City. 	He is best known for his organizational skills. He knows how to maximize the resources of both the police force as well as the various hero groups in the city. He is a reluctant supporter of [[Mayor Biselle\|Mayor Calvin Biselle's]] "Open Hero" policy, recognizing the benefits of the heroes but not neccesarily agreeing with the idea that they can do the same work as trained police officers. 			Chief Surhoff has no special powers. He is, however, a seasoned police officer with experience in firearms and police tactics and training. He's had to put them to use with all the threats that Millennium City has given the city.
